Baptism is patterned or modeled after God's salvation of Noah and his family through the judgement and destruction of the flood, and in some sense, actually saves us from the wrath to come.
God instituted baptism from heaven to display what is going on in the spiritual realm. Baptism depicts a deluge through the immersion in water, which Peter says here it is actually salvific. When we think of baptism, we should think of God’s judgement, sin and salvation through the cross and resurrection; it is an outward act indicative of an inward cleansing that has taken place.
