(Deut 18:15-16) Peter at Pentecost points to this passage as the foundation for OT prophecy about Jesus.
The phrase here, "like Moses" points to a 2nd/New Moses, which is fulfilled in Jesus the Messiah.
Moses had God given authority over Miriam and Aaron because God has appointed him as God’s servant as His mediator; God meets and talks with him clearly face to face. Yahweh speaks, does not dialogue, and clarifies the difference between prophets and Moses, his unique servant, the appointed mediator.
Murmuring against the Lord and speaking/gossiping against God’s appointed leadership should be something we fear to do.
